Unitary Developent Plan

The Unitary Development Plan (UDP) for Leeds is the statutory development plan for the district and forms the basis for decisions on land use planning. The first draft was published in 1992, but the Plan was not finally adopted until 2001. In December 2002, the Council published outline proposals for consultation on a Review of the UDP, including Headingley as an Action Area, and Leeds HMO Lobby submitted comments. The First Deposit of the UDP Review was then published on 24 June 2003: it included Proposed Alteration 7/008 (to the Adopted UDP) on Student Housing; the Lobby submitted Representations on this and other Proposed Alterations. The Revised Deposit was published on 3 February 2004, and the Lobby submitted further Representations. The Public Inquiry on the UDP Review began on 6 July 2004, and the Lobby submitted a Position Statement to the Round Table Session on Student Housing, which was held on 7 & 9 September. The Report of the Inspector who conducted the Inquiry was received on 29 November 2005: the Lobby proposed revisions of his recommendations. On 27 February 2006, in response to the Inspector's Report, the Council published its Proposed Modifications, and the Lobby made Representations on these. The Revised UDP is to be adopted by Leeds City Council on 14 July 2006.

Under the provisions of the Planning & Compulsory Purchase Act 2004, the Leeds UDP will be replaced by a Local Development Framework.
