Local housing and planning policy, including HMOs,
is the responsibility of Leeds
City Council. Each member of the Executive Board of the Council
has a particular remit. Since the new administration in July 2004,
following the Local Election, housing is in the Portfolio for Neighbourhoods
& Housing, held by Cllr Les Carter, and planning is in Development,
