I write to comment on the Order and four Regulations on HMOs of 2006-2009. First identified in legislation in 1985, HMOs have long been known as problematic, both for their occupants and their neighbours. There is good reason for this: they are densely occupied, by young novice householders, who lack any cohesion, and are highly transient. Nevertheless, HMOs serve a useful function for some. In the interests of the safety and amenity of both occupants and neighbours, they should therefore be subject to regulation. As the dates show, current regulation is very recent, and therefore review may be premature. LHAs may well have recommendations. A co-ordinated guide could be helpful, including reference to the Housing Act 2004, the delegation of discretionary licensing to LHA, and recent planning legislation on HMOs. At all events, the current regulation of HMOs should be retained.
